cpu usege decreasing

Hi, i have dell inspiron 5559 laptop spec : 8gb ram - amd r5 m335 2gb - intel core i5 6200U
while gaming i'm encountering a decreasing in cpu usage .. the game is running smoothly at first and the cpu usage is between 80% and 95% but after short time it decreases to become between 60% and 77%
so what's happening ? what can be the cause ? how can i fix it please ?

note : the cpu temp is normal so the cause is not the temprature

try setting Windows power plan to Performance...which might keep clock speeds as high as possible...

i made it high performance and it didn't work then i tried setting the min&max of processor state to 100% didn't work too

I'd also be searching BIOS settings for anything pertaining to power plans as well, but, you might be limited to but a minute or two of high performance before the chipset thermally throttles you either for thermal or power mngmt....
