CPU using 3.4 watts in games

16gb domintor platinum 3200mhz (2x8 gb)

Why would/could this happen during game ?
3.4 watts. Cpu clock at max during game, usage abormally low.

Battlefield 4. High fps ,unsmooth, laggy feeling to me but could look normal and smooth to new player for e.g.

1080p / 1440p
720p
Low settings high/ settings.

Using all different control panel settings in NV ,
High performance plan. Tried some different drivers some better than others for game play but low watts 3.4 always
Some games seem ok.

Edit: there are frame dips and also fps bounce around alot if uncapped but I'm running capped.
gsync montior or not same issue
Laggy recoil.


No matter what I try it is always some degree of stuttering to it never totally smooth.
