[SOLVED] Cpu using low GHz

When I first turn on the computer on after a shut down my cpu is stuck at 0.52GHz. All I do is restart the computer a the cpu is using 4GHz like it normally should.

Things i have tried:
  1. Reset the bios
  2. I updated the bios to 7C02v1D
  3. Went through all the device manager and check for an update on everything.

Specs I have:
ryzen 7 2700x
b450 tomahawk
geforce 2060

so on amd forum is already opened same issue with multiple people, with no solution

as far as i can tell from those posts, its a windows <-> bios comunication issue
that one or more CCX gets locked

changing power plans should be able to unlock it (if u switch from ryzen balanced to high performance than back to ryzen)

see if this suggestion helps, if it does, there is a way to do this "profile switch" automatic on pc boot

We've tried installing the AMD B450 motherboard Chipset Drivers since that is the recommended driver for this motherboard and still, upon the first boot up, it seems to stick at .52GHz.
