CPU utilization drops = massive fps drop

A few months back i made a post about this on Far Cry 5, where my fps would randomly drop to 5-10. I never really found a fix for it, so i just lived with it and played through the game. Now i've started playing CoD:WWII again and RainbowSix, and the same thing happens here.
Everything is as normal, except my cpu. When the game runs smoothly, it uses 100% usage. But then it drops to 50% and that is where the game starts to get massive fps drops. Any ideas what could cause the cpu to act like that, or if it's even the cpu's fault?

EVGA GTX 980

It is very unlikely that the cpu is faulty.

Start up the task manager/performance monitor.
When the problem happens, is there anything else going on?

Look at your windows power options.
Have you selected the high performance option? Not balanced.

In advanced power options,
Is your processor performance set to 100%
Is the max hertz rate equal or higher than your overclocked rate?
For that matter, have you overclocked your "K"?

Is there a bios update for your motherboard?

I reinstalled windows but it still happens, must be something wrong with the cpu then :/

I have changed the power option to high perfomance now and i've tried to update my BIOS, but it just froze everytime i tried.
No i have not overclocked the CPU, tried but it needed way too much cooling to be worth it = Fans made too much noise.
