Hi i have an i7 9700k on an asus prime b360m-a. When gaming average Vcore is about 1.3 volts. Is that value high? Would a better motherboard for example z390 provide lower voltage ?

No, new MB wouldn't do a thing to change voltages but may let you OC it.
