[SOLVED] CPU very high usage and highly overheated

I bought a new pc recently which has an Intel Xeon 3565. It worked fine for a day or two but now, even on startup , the cpu usage touched 88% and Cpu temperatures are 100C (checked with HWinfo). I have reinstalled windows and checked it on linux ( which I have on another device as well), both have the same issue. What should I do?

Check to see if the cooler is properly installed or didn't come loose for some reason.
