CPU very loud even at low %utilization

Hi all,

To be short, my CPU fans can get very loud, even just at 15% when I check it out on the Task Manager. Certain games (some which are in no way demanding on the system) and programs seem to cause it, with no clear relation between them. The temperature on HWmonitor appear relatively normal, maxed at 61°C at a test run I just did, but for the most part they averaged between 40-56°C or so.
These are my specs:

OS - Windows 10 Home
CPU - Quad Core i7 6700K 4.0Ghz
Motherboard - Gigabyte Z170-Gaming K3 S1151
RAM - 16 Gb (2x8G) Kingston HyperX FURY DDR4 2400Mhz CL15
GPU - Gigabyte GeForce GTX1070 8G D5 1594Mhz G1 Gaming + WD2
Flash drive - SSD Samsung 850 EVO 500GB SATA III
HDD - Seagate 1T 3.5'' Sata3 Barracuda 7200RPM
Case + PSU - NZXT Source 340 Glossy Black + FSP 600W AURUM S 80+ GOLD
Cooling - Arctic Freezer 7 Pro Rev.2

Temps look fine. It's just a noisy CPU cooler. It's about as noisy as an Intel stock fan. Smaller fan = higher RPM = noise. I'd swap it for a larger cooler. A cheap Hyper 212 at low speed would be much quieter and offer the same performance. Be Quiet Pure Rock is what I use personally but costs a bit more. If you really want silent, bigger premium coolers like the the Noctua NH-D15 run at very low RPM.

That is a good recommendation.

I'd also make sure that it is indeed the CPU fan and not some other fan (like a case fan or the GTX1070). I had a problem with a GTX960 where I thought the noise was coming from the CPU fan but it turned out to be a dying GPU fan.
 
I've had my suspicions for a while that my fan is just not up to standard, I assume that is the case. I guess after making sure it is indeed the CPU fan I'll change it for something better.
