CPU voltage drops while gaming? Power supply issue?

I'm noticing my CPU is staying around 26-42% load while gaming. However, it drops from 3.6 ghz to 1.2 ghz. The voltage briefly drops to low as 1.092...but keeps the same 3.6 ghz.

If it drops to 1.2 GHz, then it's normal for voltage to also drop since less voltage is required at a lower frequency. Does the CPU throttle? You could use Intel XTU to check it (enable all hardware monitors).
