Question CPU voltage spikes

Hello all,
I am running a i7-6700k with a 4.1 GHZ overclock. What i am noticing is that my core voltage on cpuz is jumping between 1.056-1.408 on idle. Also on idle, using cpuid hwmonitor, i am noticing that my core clocks are staying around 4633 MHZ then 1 core at a time drops to ~824MHZ for a second then goes back to the 4633MHZ. Is this normal? I am using the EZ tune wizard on my asus motherboard and have XMP profile enabled.

Put everything back to stock to see how it runs on idle. Found that the core voltage stays steady around 1.376 and the core speed is steady around 4211 MHZ
