CPU Voltage will not stabalize

I have had this problem for a little over a 6 months now and just figured out whats causing my fps to tank in any game. My CPU voltage fluctuates from 1.4v - 0.900v which in turn is causing my CPU to only output 1.32 GHz instead of the base 4.00 GHz. When it does go up in voltage, the CPU will go up to 4.00 GHz. The temps on my CPU are 27 c when hovering around 1.32 GHz and 55-60 c when hovering around 4.00 GHz. I've tried uninstalling and reinstalling drivers and cleaning my pc with no change. I don't know how to solve this, any help would be greatly appreciated! thank you.
I also think its worth mentioning that when my CPU hovers around 1.32 GHz, My computer freezes a lot for around 1-2 seconds but also lasting sometimes upwards of 20 seconds with the audio looping to the exact instance that it froze.
My specs:

Gtx 950 2 Gb
Amd fx 8350 black edition
8 Gb hyperx ddr3 ram
MSI 970 gaming motherboard
Hitachi 2TB hardrive
Cosair 500 watt PSU (not certified or 70+)

or in windows set high performance profile on power management

Done that and there was no change. The voltage still fluctuates.
