So how do all of these CPU's addup? what FPS can these CPU's get in games like Black Ops 3 GTA V Far Cry 4 and Fallout 4? and to remove a GPU bottleneck lets use a 980TI

They pretty much perform in the order you have them listed. The Pentiums will preform the lowest, hardly even being able to handle games like Fallout 4 or GTA V. The i7's and high end i5's will be almost overkill for some of these games. With the Pentium's, you are looking at like 20fps on low settings. The i7's will give you 80fps on Ultra. That is if you forget about bottle necking.
