CPU vs GPU upgrade?

I'm looking to upgrade my computer to get better performance in current games as well as future games.

There are two games that I play that work pretty decent on my computer but I would like them to work better, which is GTA 4 and FSX. When playing my CPU is always maxed out between 95% and 100% I also want to get my computer ready for Microsoft Flight and GTA 5 when they are released.

My current setup is:
Pentium Dual Core E5200 2.5Ghz
Geforce 9800 GT 1gb
4GB DDR2 800MHz
Foxconn G31MXP-K
Windows 7 SP1

I'm thinking about upgrading to a Quad core CPU such as the Q8200, Q8300, or Q8400. I don't want to spend a crap load of money on a CPU like the Q9550. But my question is will I get better performance by upgrading my CPU or my GPU? It's either one or the other. I can't do both right now. If I upgrade my GPU I'm thinking about the GeForce GTS 450 or the GTX 550.

I will greatly appreciate any help anyone can give me.
 
you might want to upgrade to a processor that's not already 2-3 years old... why don't you save up a bit and get a new mobo/proc/ram/gpu.... no upgrades staying in that socket are going to be really amazing and "future" games are not going to be so great...
 

do not buy GTS series,always go for GTX series and core i5get you good performance
