Question Cpu water cooler not cooling

I have corsair one pro plus whilst gaming I noticed lag had alook to see if anything was running I saw the temperature of the cpu was hitting 100.C I contacted corsair they said it maybe a faulty cpu so I have replaced the cpu i7 7700k and nothing changed was still getting to hot. All the software I've ran to try and diagnose the problem say its running fine but still getting to hot . The whole unit is cold to the touch no heat coming from the vents

Which cooler ? By your description, looks like pump is not working

the one thats on the cpu or do u mean the make of it?
would you have any idea where to get a new one as i cant find them online?
