it's an hydro cooler master seidon 240m. It's been like this sence day 1 with it. the motherboard works fine with any other fan. I know it's alittle air in it... It makes small clicking sounds the first 5min from start then it's all quiet again. Also it may be good to know It's completely random.. Sometimes it starts. And sometimes it dosent. Even if ive just had the computer running for several hours and restart.. Or it has been off for a while.

Thank you for awnsers! :)

Solution
I've had similar issues with the seidon 120 which I only just fixed. Basically make sure that the radiator fan is plugged in to CPU_FAN and then plug the CPU pump into SYS_FAN1 or 2. Then go into BIOS and set the SYS_FAN power curve as 'disable', this will ensure that its running at full speed all the time (which it needs to).

You can also install open hw monitor in windows to check that it is running at full speed, it will prob show around 2300RPM as full speed.

I can say i have the same issue with this guy " http://www.tomshardware.com/answers/id-2848528/cpu-wate...". but that is from 2015.
I have small bad experiences with my PC since I bought it, but i was more evident with demanding games... so I decided to upgrade to Asus GTX1080 OC 11GB from MSI GTX760 4GB OC .
I can tell my gaming experience changes but here is the problem, some games like Assassins Creed Origins and FarCry 5 and some locations in many other games such as destiny 2 at Titan planet and rise of tomb raider start to stutter hard (fps going from 60 to 40 and sometimes drop to 30 and 20 instant stuttering). sometimes I start to doubt that i have GTX 1080. but it work so fine. this problem lasted for too long that made me techie guy that know how so much things in PC is working which is the thing that relaxing me from the frustration i got from my previous issue.
I checked and search so many things for so long time for the probable casues and reasons that could cause such issue like CPU bottlenecking, insufficient RAMs, latest drivers and BIOS, clean reinstall of GPU driver, formatting my PC, and so many things I cant bring it at the moment.
