Cpu Watercooler failing?

I just installed my new CoolerMaster ML240L RGB on my AMD FX-8320E cpu. I'm very concerned about my cpu temp I'm getting around 64 to 80°C. I've tried to add more thermal paste, ive changed the rpm of my fans and nothing seems to get it below 70°
It affects my games, and worries me about the condition of my pc. Should I return it? Replace parts? I need all the info I can get. Thank you.

How much did you use? It only takes one pea or rice size drop.
