My specs :
Intel i5-3470
8gb ddr3 ram
gigabyte h61m-s mother board
Sapphire nitro+ rx580 8gb
WD 500GB HDD
WD 120GB SSD
Cooler master MWE 550 w PSU

I'm planning to buy a new processor as my current cpu bottlenecks my GPU{rx580}

I have Decided I would Change My motherboard AND CPU but would Like to Stick with my ram

Whats The Best Cpu I can get For 195$ + I need to buy A mobo too

i used a 3770K + Maximus V Gene with a GTX 1070 in 2017, there wasnt any bottleneck, well at times the CPU usage would spike to 90% but the GPU usage stayed at a constant 98-99% in BF1, so if you want to save cash, you can look for an used 3770, its a good upgrade from the 3470 as it has 4 more threads to work with, but i think it will be hard to find now (locally) as the platform is quite dead and obsolete although you can easily get one from ebay.
As the others said, you wont be able to use your DDR3 if you plan to upgrade your CPU and motherboard to a Ryzen or intel setup. I believe you are from India (Apologies in advance if im wrong), so if budget is a constraint, you can go for the ryzen 3500 + a good B450 board or an i5 9400F...

As mentioned you'll need new ram. At your price point you won't be able to get much of an upgrade. With a bit more cash you can move up to a Ryzen CPU with a basic but decent board and some good memory. I'd also advise you to get a better quality PSU in the 650 watt range.

CPU: AMD Ryzen 5 2600X 3.6 GHz 6-Core Processor ($136.78 @ Amazon)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($74.98 @ Amazon)
Memory: G.Skill Flare X 16 GB (2 x 8 GB) DDR4-3200 Memory ($69.99 @ Newegg)
Total: $281.75

Alright , But Can U suggest me a cheap motherboard? I think I would buy ryzen 2600 with a cheap motherboard and 8 gb DDR4 ram at first.

The AsRock B450 board I listed in my earlier response is the least expensive I know of that will still provide good support for the Ryzen. The total for the 2600 CPU, board and this time with 8GB DDR4 is $240 USD.

I checked online and there is a little difference bw i7 3770 and i5-3470 so i was thinking something else
if you checked in userbenchmark it is trash
There is not much of a difference but the i7 3770 is 4c/8t and games utilize threads now

also it will remove the bottleneck for the rx 580, if you had something like 1660 ti or 2060 i would have suggested to go for ryzen or modern intel cpu

But no you don't have a 1660 ti or 2060 the i7 3770 would be the best for your situation you want something cheap that would work good with rx 580 here it is i7 3770

3770 is a good upgrade. It is a lot better than the 3470. Unfortunately some benchmarks only care about 1t performance, so the i5 and i7 will seem simmilar. As you probably know, a lot of why your CPU cant keep up is its 4 threads. The extra 4 threads of the i7 will help.

Although, of you want to, a R5 2600+b450m+2x8 3200mhz ram will outperform the i7 in many cases.

Is your bottleneck a lack of single thread capability or a lack of threads.
If you play multiplayer games, it is likely threads in which you can buy a i7-3700 for about $65 on ebay.
That is as good as you can do with your motherboard.
Your single thread performance would only be marginally better.

Considering how cheap ram is these days, I would not base any decision on retaining DDR3.
A 16gb kit of ddr4 is about $65.

If you need more in the single thread performance arena, you are looking at a current gen ryzen or intel upgrade.
For example a i5-9400f, 16gb of ddr4 ram and a 300 series motherboard will cost about $280.
The 9400F has 6 threads and is about twice as capable as your current processor.

A ryzen alternative will be similar.

Also ryzen works best with dual channel memory installed, personally, id go for the ryzen setup as it has future upgrade paths, can be overclocked and memory is not locked at 2666mhz while the 9400F is locked at 2666mhz.

list of parts from amazon india:
  1. Ryzen 5 3500
  2. Gigabyte B450 board
  3. Adata 3000mhz 8GB DDR4
