cpu with turbo boost overheating

I bought a prebuilt pc for christmas and the cpu was already overclocked to 4 ghz and today it has overheated when the asus uefi bios came up i just saved and exited without touching anything was there anything i should have done differently?

PC specs:

CPU: Intel Core i7-7700
GPU: Nvidia GeForce GTX 1060 3GB
HDD: Toshiba DT01ACA100 1TB
RAM: G.SKILL Value DDR4 2400 C15 2x8GB
MBD: Asus H110M-PLUS

its not overclock its "turbo boost" its a feature that will up the clock if you need more and CPU can give you more.
OC is when you move base clock around.

My base cpu speed is 3.6 ghz but i get 4 ghz while playing games is it an inaccuracy?
