CPU won't downclock on balanced power plan

Hopefully the title is descriptive enough! It'll downclock on the power saver plan, but not on the balanced plan. I've made a temporary workaround by creating a custom power plan based on the power saver plan. It works, but the computer keeps changing the power plan back to the default of balanced, and I'd prefer to get it to work the way it was supposed to in the first place anyway.

Things I have already tried include:
Setting the power plan settings back to default.
Making sure the minimum processor state for the balanced power plan is 0%. (although it defaults to 5%)
Restarting
sfc /scannow


I also grabbed the actual power plan settings from cmd using powercfg -QUERY, and compared between when I had the custom power plan (that works) and the balanced power plan (that doesn't):

As you can see, it appears to simply be AC/DC power settings that are different - things that as I understand shouldn't matter since I'm not on a laptop.

Finally, there is no overclock on this machine and the CPU multiplier is set to auto.

Any suggestions?

Check for Intel speed step in the bios or some other form of variable clockspeed setting.

I have an FX 8350 in the spud build I use for streaming in my bedroom and it was having the same issue. I had recently reset the bios to take the over clock off since it was no longer needed and it would no longer down clock. I messed with it for a bit and then noticed that I had a setting in the bios turned off, and I cannot remember what its called because I am at work, but it was some form of AMD power saving option that you turn off to overclock. That was the solution to my issue. I hope it is that simple for youl.
