CPU won't go above 29% and it's stuck at 0.79GHz

Hey, some time ago my pc became very slow. Since then I tried to clean install windows, to change the power saving options, to reset and update the bios but nothing worked.

Another weird thing that happens is that I can't update my gpu driver. I have a gtx 970 with 4gb. an i5 6400, 8gb of ram and a msi b150 gaming m3 mb.

Looking at the CPU-Z grab it looks like the wrong multiplier is set? Maybe there's a BIOS setting which allows the multiplier to be set as 'auto'? Have you tried clearing CMOS?

I'm sure someone will know for certain
I don't know about the multiplier setting but I've already cleared CMOS and it didn't fix my problem
 


Nothing changed and the intel cpu tester didn't find any problem.
