CPU wont OC (i7 3770k)

I cant OC my CPU (i7 3770k). I have tried going directly into the bios and OCing, and I have tried using EeasyTune6, but still nothing. All I get is this saying that I should be getting 4.2 Ghz, but the target is 3.6 ghz. The multiplier in the bios is set to 43 but wont change when saving and exiting the bios.

(I only have 2 cores and no hyper threading to test something out)

I am probably doing something stupid but if someone could help that would be great.

Would increasing the multiplier to 35x 120.0 be ok? It would allow me to achieve 4.2 Ghz, but im not sure if its ok to do that.

Ok so Disabling Cores also disables the ability to chose a multiplier. So would changing the multiplier to 35x 120.0 be ok? Or is it not possible to OC if I have disabled cores?

Ok so I found out that I shouldn't do that. Is there anyway to get passed not being able to overclock when cores are disabled?
