[SOLVED] Cpu won't reach base speed even full load

The issue :
My cpu Xeon e3-1270 v1 3.40 ghz wouldn't reach base speed even in full load ,it won't go past 3.39 ghz no matter what
power mode is in high and turbo boost is enabled
note I had i3-2120 before I install that Xeon

my current setting
xeon e3-1270
Gtx -750ti
PSU 300 watt
H61 mobo
2 normal HDD

temperature at full load doesn't go past 72°
so?

Is this a aftermarket motherboard ( asus, msi) or a factory board (dell, HP) If its the latter of the two and was from a pre-built they may have limited the CPU sockets power to stop you from upgrading to a better CPU.
