cpu working slow

my system as become very slow...it takes nearly 10min to reboot! what to do?? pls help out

1) run a FULL virus check and a malware check
2) uncheck any startup programs in MSCONFIG that you don't need running in the background
3) run CCleaner and do the Clean and Registry both http://www.piriform.com/ccleaner
(may have to run untill it comes back clean)

Please list the complete system and all the components.
