CPU-Z test result question

I used CPU-Z to test my 3GHz Dell and a recently built AMD Athlon II X3 425 2.7 GHz CPU with MSI K9N6PGM2-V2 motherboard (and onboard NVIDIA GPU NVIDIA GeForce 6150SE nForce 430).

CPU-Z showed the Dell's core speed as 3 GHz but had the AMD as 800 MHz. AMD temperatures are about 20-30C (with HW monitor) and 40C in BIOS.

Does this mean the AMD CPU is not capable of working at full potential.

AMD probably using cool and quiet to step down the cpu speed, run something like prime95 at the same time as CPU-Z and you'll see it at full speed.
