I have an x470 ultra gaming and a ryzen 7 1700x. When I set the vcore offset to +.204v cpu z reads 1.548v but hwinfo64 reads 1.337. What do I go with ? I know I am not supposed to exceed 1.425v

SVI2 shows core voltage at that moment while Vcore is voltage available/given to CPU. and yes, that's highest voltage AMD recommends but it's somewhat conservative high. AMD is covering their asses and MB manufacturers often let it exceed for stability if all left on auto.

Can someone please explain to me what this is and how it works with my 1700x? At +.204v my chip can run 4.1ghz but my vcore is 1.548 however hwinfo64 svi2 tfn says 1.377 so I’m very confused about what is safe to offset and can’t seem to get a straight answer

i have an X470 Ultra Gaming and a ryzen 7 1700x. when i up the DVID offset to +.204 vcore in cpu z and hwinfo64 read 1.548v This is obviously dangerous in regards to AMDs recommendations. However under Core voltage SVI2 TFN in hwinfo64 it says the voltage is 1.377v with the +.204 offset. which should I trust ?
