CPU's not hot but fans are loud!

I have a AMD FX-6300 6 core CPU and have reapplied the thermal paste twice and the fans are very loud. With everything below the normal temperatures it doesn't make sense for the fans to be this loud. Whenever I start up the PC, it receives an error that the CPU is way too hot which I know it to not be true. I also have an ASUS motherboard. Thanks for any input and help!

The margins get HIGHER (the temperature is further from the throttling point) because the CPU is cooler; 11-13°C at full load is fine. However that also implies that your CPU is getting quite hot (only 11-13°C from throttling) and the fan has to spin faster to keep it cool enough. This behavior is absolutely normal with the stock cooler; it does its job, but its main quality certainly isn't low noise. If noise bothers you, then get a better cooler like the CM 212X or the Cryorig H7.


What do you mean by where do I see the temperatures? I posted the gyazo that shows I can view my temperatures from my cpu by using speed fan
 


It regularly hits over 4000 rpm
 


I'm using prime95 and tried the "FFT" torture test and my thermal margins aren't changing at all and staying between 11-13 Celsius and going down
 


I'm confused as to why when I stop the test my magins become hotter, but when the tests are ongoing they are inbetween the 11-13 Celsius range
