The CPU speed keeps changing from under 1GHz to sometimes over 2GHz but most of the time it is under 1.5GHz. I checked my sisters laptop and her speed stays the same and close to its actual speed, I also checked another PC and it is the same, should I be worried if so is there anything I can do to fix it

CPU: Intel i5-4460S CPU @ 2.90GHz

This is normal behavior for a CPU.
You shouldn't prevent it from underclocking. It saves power and creates less heat.
It will boost it back up as needed. No need to worry about it.

As to boosting over the "maximum speed", that's good. The CPU just boosts itself because there's headroom in terms of power and heat.

All normal :)

It's because you have Intel Turbo Boost enabled which raises your cpu's frequency when you need more performance. Search for Intel Turbo Boost if you need more information
