Hello, today i was playing Fallout 4 for the first time. I wanted to check temps while playing. And I saw that my CPUTIN temp on HWMonitor was 70 C. Is that a bad thing? My package was around 50 C.
My specs:
Win 7 64 bit
Amd FX-8350
Gigabyte GTX 960 4GB
ASRock 980DE3/U3S3
8GB RAM

Solution
You are running your FX8350 on a motherboard not suited to it. The chip will fit in the socket, but the power phases are few and flimsy and the VRMs need heatsinks. Fallout is CPU intensive and, although your CPU is cool, your motherboard is overheating. You may be getting thermal throttling from your motherboard and it will fail sooner rather than later if you keep hammering on it.

Zip tying a case fan in your case so it blows directly on the VRM section of your motherboard, and perhaps the back as well, is a possible remedy.
