I have the evga gtx 750 ti sc and I recently ran the cpuz test and it said that the core clock was 405 MHz while sitting at my desktop? would it be higher if I was in a game or something ? it should be around 1250 mhz.

Don't worry. I'm using GTX 780Ti and my clock in CPU-Z is 504MHz. Use GPU-Z to read the correct value of Graphics. Every time you run CPU-Z it will show different values in Clock under Graphics tab.
