The following screenshots were made from Elven Halls 4.

Those 3 prisonersi gave me some headache at first: after casting Detect
Secret Doors several times, I was pretty sure there's no secret door
here. But if this small prison should be accessible by any 'normal'
means, it should have a stair. Ok, I thought, if there are actually 3
elves here and a stair, how could I enter this room? There's just no
room for a 4th person! I came to the conclusion it must be the well
known behavior of the Detect Creatures spell which doesn't refresh
properly.
Since I'm an utterly curious person, leaving riddles like these
unresolved is very unpleasant for me. Fortunately I found an unID'ed
wand which turned out to be a wand of digging:

And actually, 3 elves!
After <cough> freeing them, I also couldn't find any stair here:

What a cruel unelvish prison.
Those 3 must have been really bad boys and I think they got what they
deserved (after tidy legal proceedings, of course).

Actually they could also cast Tomb of Dolorhe and forgot to take
digging\teleportation tools. ;-)

That's what I actually thought, too (afterwards). ;-)
But, though good for a joke, I don't believe that's possible. At least I
never saw any monster doing this...

AFAICT, it really isn't possible. The monsters have various spells they can
cast, all (unless there are some weird exceptions) marked MS_something (like
MS_LIGHTNING_BOLT and MS_STONE_ARROW), and Tomb of Doroklohe isn't among them
or anything that is visibly a replacement for it isn't among them. (Not that
we should feel regret for the monsters; they get to do cool things like
summon fake Rakshasas (MS_FAKE_RAKSHASA_SUMMON) and attack Int
(MS_BRAIN_FEED) that we can't.)

(I am just WAITING for Brent to come along and smack me across the fingers
for quoting the Crawl source -- that hotbed of confusion and
misinterpretation -- so much, especially when I'm not even a programmer.)

Better be careful, those poor prisoners probably were former source
divers! ;-)
No, seriously: everyone can look at the source but I think not everyone
wants to. Personally I don't mind but be aware you're digging into
spoilish terrain...

You gaze into the Source Code...
The Source Code summons a Goto!
The Source Code summons Data in the Code!
The Goto gestures wildly!
You are confused!
The Data in the Code gestures wildly!
Walls crash down around your head!
Blinky the Deep Elf Prisoner says: "You too, huh?"
Minky the Deep Elf Prisoner says: "How about a nice game of, uh... uhhh...
checkers?"
A thermonuclear warhead hits the dungeon!
You die...
