randart falchion with huge INT and Evasion bonuses. +4 randart splint mail
and enough armor, etc. skill to cast my most important spells while wearing
it.

I head down a brown staircase. Ooh, orcs to fight! Let's kill them!

[Orc slaying ensues]

I head up a white staircase. Ooh, orcs to fight! Let's kill them!

I, uhh...

Oh, @#$@#. How do I get out of here?

You feel strangely unstable...

Oh, @%$$@#. Landed two squares away from where I started. No more scrolls of
teleportation left; never expected something like this.

Nope, no teleportation traps around here.

Nope, not a single blast of my \oRE helps cut through the 11 squares of rock
that are the minimum between me and freedom.

[Start casting high-failure, low-cost spells in hopes of getting teleportitis
before I starve]

You mutate. You feel a little hungry.

[Continue. You mutate this, you mutate that.]

so what you're saying is
suddenly you're trapped in rock with no access to the staircase you
just climbed, and then you starved to death?

could you describe this "uhh" better?
are you saying there are levels where the up staircases do not lead to
a down staircase on the upper level?

Let's imagine a hypersimplified group of levels of this type to illustrate the
problem better. (It may happen to you someday too -- just carry enough means of
digging/teleportation in the Orc Caves, unlike me, and you'll be fine, though.)

Level 1:

Level 2:

#W<#

Those "B"'s and "W"'s don't stand for Beetles and Wights; they stand for brown
and white staircases. (Can't remember the text names for the two types.)

Going down the B staircase in the sample Level 1 above will (may?) lead to the
W staircase on level 2; going back up that staircase *will* lead to the W
staircase on level 1. The two sections with the W staircases form a closed
system from which there is no escape except for teleportation, digging,
passwall, and methods similar to them. Don't have 'em? You're screwed.

As far as I understand, the nature of brown staircases is that they link to a
particular (maybe random, but it doesn't really matter on the day your number
comes up) white staircase of the opposite type on the level below/above them,
as appropriate, but going back up/down that white staircase will lead back to
its normal "matched" staircase.
