[SOLVED] Crazy FPS issues

I have a hunch it could have been because of the massive heat wave over the weekend in Australia, but for some odd reason i just cannot get good FPS. My average FPS on cold war was 120+ and now it struggles for 30 fps in 2 days. Minecraft is at 20 fps or less where it was 300+ before on max. I have ran benchmarks and it says it is perfect but says that my pc is a crucial error. I have unplugged and re plugged in my graphics card and cleaned my pc. Please tell me what my issue is.

Would like to also point out if i change graphics level it doesn change.

PC is
ASRock B450 Steel Legend Motherboard
GPU: Nvidia 2070 Super
CPU: AMD 3700X
RAM: Corsair Vengeance LPX CMK16GX4M2D3600C18 16GB
PSU: Phanteks PH-P650GS 650W Gold Power Supply
SSD: Crucial P1 M.2 NVMe SSD 1TB

cpu/gpu temp and usage during the game?
This my results from BOCW
CPU usage is an average of 23% ( Welp think i found the issue, CPU is at an average of 80C idle. and over 100C in game)
GPU is 2% with a average temp of 39C
Memory is averaging 55% with game and chrome open.
but I just noticed power usage is very high.
Could this mean it could be PSU
I would also like too add when I woke up and turned it on 30 mins ago to test this my average fps was about 60 but it was very jittery and would drop. But also felt like I was playing a slide show.

After it running for about 20 mins it struggles to hit 30 FPS.
