Create a virtual hard drive?

Greetings. I have decided to make a little of a long term project these past few days. What I am doing is getting a bunch of files for certain programs and copying them into a zip, later to make an .exe file to create all those files in their specified locations.
Since I already have all these files installed on my hard drive and want to release them to install to the public, I would like to test it. I don't know how to go about this since if I do it on my computer, it just overwrites the same files. Is there a way I can replicate or simulate a different computer without all these files and attempt to put them in there. Sorry if this sounds confusing. Any replies would be greatly appreciated.

Using VMs to test could become handy. If you can't do that, you could use USB keys if your package allows selecting a drive other than C:.

I create a VHD. How do i assign a new user to the hard drive since the programs are already installed on my computer, to simulate the VHD/User as another computer without the programs?

The easiest is to use Virtual Machines for testing purposes; then you can simulate another computer. A VHD is useless if your code doesn't allow selecting the target drive.

I downloaded VirtualBox. For the past day or so all that has been happening is that when i boot up the machine it is stuck on the Win10 logo.

It has been stuck on the logo for a while and nothing is changing.

I'm not familiar with VirtualBox, but help is available. VMware Player http://www.vmware.com/products/player/playerpro-evaluation.html should meet your requirements; Hyper-V may also be a good solution.
