Create Drive/Delete Partition on 4tb Drive Problems

Hi - quick thumbnail of my journey:
- replaced HD with 4Tb drive
- found out Win 7 32-bit won't see all of it (or recognize extra RAM)
- reinstalled Win 7 64-bit
- 2tb still "unallocated space" - all menu options greyed out (can't make a drive of it) - at least RAM being recognized now.

Every solution I've researched seems so easy! And doesn't work! Any help greatly appreciated!

What if I don't necessarily want to BOOT off the drive...just have it available for storage? I may be mixing up the terms "drive" "volume" and "partition"....maybe I can ask it this way: if I want to use the 4tb AT ALL, in any capacity, do I need to change the BIOS and partitioning? Or is there a way to use that unallocated space without those changes? I am afraid I know the answer....but....?
