create drive letter for second partition USB

Has anyone found a solution to creating a second drive letter for multiple partitioned USB.

I formatted a 250G USB into 2 partitions but it will only allow me to create a drive letter for the first partition, Windows 7 will not allow for a second drive letter to be assigned to the other partition. Will Windows 10 allow to assign a drive letter to the second partition on a removable USB device with multiple partitions.

I think the problem is it's removable, so any drive letters are temporary anyways.
