Create installation media for Windows 8.1

i bought a low end gameing pc from ibuy power,the pc-iBUYPOWER Black GAMER WA540B Gaming Desktop PC with AMD FX-4300 Vishera Quad-Core Processor, 4GB Memory, 500GB Hard Drive and Windows 8.1 i went into bios,and unlocked additional cpu core's,resarted the pc and noting but black screen appeared.could not get into bios,so i took the cmos battery out,put back in,went back into bios put everything back to how it was,and now my pc wont boot,talked to tech support,used reinstallation dvd,and no fix.so ibuy power wants me to ship it to them.my question is i want to create a usb flash drive installation media 8.1 and use my key i already have.is thier a oem version to download,if so where?instead of returning for repair's.msi screen still pop's up,all fan's work.just getting bsod. thx

I apologize if i seemed rude,anyways i couldn't create a installation media because i did not have a flash drive,so i took it into ibuy power and they replaced the (1) ram stick that was in it,it was under warranty.thanks for your help
