Can a system image be a replacement for a full backup? I am only backing up files for this PC so I do not care if they cannot be transferred to another PC. (I am using backup and restore Windows 7 on Windows 10).

System Specs:
850 Evo 250gb SSD
WD Black 1tb
GTX 970
Windows 10 Pro

For all intents and purposes, If you create a full image of your hard drive, you have created a full backup of your hard drive. So, Yes, a system image using Backup and Restore can be a replacement for a full backup.

It's worth saying that a backup is useless unless you've tested a restore. Test the restore before you need it.
