Creating own wireless network without an isp ?

My main question is 1-"Do I need to have an active internet service to have a closed wireless network running " ? I just want to have a private wireless security camera setup and I do not understand from another forum why everyone thinks I need an active internet service to have my own network . I am Not broadcasting to anything . Nor am I wanting to retrieve any pictures over the net in any way. 2-Does my router send out a signal regardless if I have a active internet service ? 3- Can I send out my own signal from the router ?
 
Solution
You can have your own wireless network using a router, no problem. It acts as your dns and dhcp, so it'll issue all that's needed to have your own local lan. You don't have to have an internet upload patch cable plugged into it at all. Just configure it securely and you'll be good to go. I think everyone was giving you grief because if it's not connected to the internet then you can't access that camera from any where other then a computer connected physically to that network.

Solution
Something I found out not too long ago is that the device we all call a router is really two devices: a router and a switch. The WAN port on the device is the router and the LAN ports are the switch. The switch is all you need to accomplish your goals. You can also "cascade" other wired LAN devices to extend the LAN.
