Creator/Owner user

Under the security options for most files there is a Creator/Owner user listed that usually has zero security options enabled What exactly is that point of this security option? While am at it what is the System user for? I guess the best question would be does anybody know of any decent (not terribly technical, but not "Win2K Security for Dummies" either) sites to explain a little about Win2K Pro security?
