Credential manager is not available

I have been trying to find my bios password in regedit with no luck and then google recommends credential manager in win 10. i get to the point where i am suppose to see it and all i get is the message that it cannot be reached or something to that effect , at this time. SO when is the 'right time????

You cannot find the BIOS password from within Windows.
Regedit, credential manager, whatever.

You NEED to ask whomever set that password.

We here cannot assist beyond that advice.
