Criminals accessed Three's database of customers eligible for smartphone upgrades through authorized logins and then used the information to burglarize the carrier's stores. The company is cooperating with the police, but it may be looking at a fine, too.

In the United States, HIPAA regulations dictate for the health-care community limited access. That is access to only what employees need to carry out their tasks and no more.
