Critical error and boot loop on start up

Hi,
I have a problem that I have not been able to figure out.

My pc will post a critical error on start up and the only way to fix it is to reinstall Windows. As long as I do not turn it off it works perfectly. It will restart ok also.but if I shut it down it always go's into the boot loop with the error .
I can get to my bios setting and the boot menu with no problems.
The PC will even try to fix itself but it can't. Any help would be appreciated.

64 bit os
The problem started when I added a 2nd ssd.
I have since removed it but I'm still having the same issue if you power the computer off and try to restart it it shows critical error it will try to fix itself. it says windows cannot fix itself.and it will only reboot or you can get it to the bios. Or boot menu I have checked the boot parameters and they showed that it's booting and the proper sequence I don't have a clue what's going on with .it like I said as long as you don't Power It Off there's no issue it will update restart and work fine but if you power it off you will have to reinstall Windows to get it to work again
