Crossfire gpu cards

This motherboard has 2x16 pci slots. Doesnt that mean I can use two graphics cards on this motherboard? WIll i get a better fps performance or how does it work

1 x PCIe 2.0 x16 (blue)
1 x PCIe 2.0 x16 (x4 mode, black)
2 x PCIe 2.0 x1
2 x PCI

So only the blue one will run a graphics card
