Crossfire is very inconsistent

I'm having trouble with my crossfire setup. For some reason, a lot of the games I play don't utilize both gpus equally. For example, Tombraider(2013) and Furmark stress test both use the gpus equally (tombraider pushes both cards to around 70-80 load, furmark 98-99%). However, Far Cry 4 and Unigine stress test have this issue where one card is at 99% load and the other is only ever scratching around 60-70% load, never higher. I run everything at fullscreen. I have set crossfire to apply to games that don't have crossfire profiles. I do understand that it could be because they don't have crossfire support, but I can't imagine Unigine not having crossfire support. I'm also quite sure Far Cry 4 has crossfire support as well. I'm worried that it might something wrong with my setup.

x2 MSI Radeon 7850
Cosair HX 650M power supply gold+
HyperX FURY Black 16GB DDR3-1866MHz (2x8gb) **I made sure to OC motherboard to support 1866
Z97S sli krait edition
Samsung 850 EVO SDD 250gb
Windows 10 64-bit

I doubt there's anything wrong with your setup.

All games vary, and just because the core game engine may be the same that doesn't mean two games with the same engine will scale the same.

The fact that it's working well for Tomb Raider suggests no major setup issues.
