Crossfire only utilizing primary card

I just recently purchased these cards and I am new to using a crossfire set-up. After extensive research and hours of troubleshooting, I have decided to consult a forum for the first time. I have nowhere else to turn.

The issue: In testing with Kombustor, Gpu-Z and Afterburner show that the primary card is under close to 100% load while the secondary remains at 0% load. Temperatures are visible for both cards. The secondary card always runs at idle temperature hence the 0% usage.

Some things to note are that they 7950 shows up as xxx-xxx-xxx for it's bios version Where the 7970 has a actual bios number. The 7950 also shows up as 0 Mv in Afterburner but Gpu-z receives a normal reading of 950 Mv.

Programs Used: Gpu-Z, MSI Kombustor, MSI Afterburner

Before you suggest it, I have already tried disabling ULPS both from registry and through afterburner for both cards.

Additionally, I have only done tests in FULLSCREEN. I know how crossfire only activates in full screen applications.

I have tried running both cards separately, and both cards show load when used as individuals. I have also reseated and swapped PCI slots for both to no avail.

I have uninstalled, reinstalled, and upgraded the graphics drivers many times. My current version is Crimson 15.12 which was released just 3 days ago.

Windows 8.1 Pro x64
AMD Radeon GIGABYTE HD 7970 in PCI-E 3.0x16 @ X16 1.1
AMD Radeon SAPPHIRE HD 7950 in PCI-E 3.0x16 @ X16 1.1
AMD FX 8320 Eight-Core Processor at 3.5 GHz (will overclock)
16.0 GB Corsair Vengeance LP
RX-1000AE (1000 watt) PSU 80 plus gold
 


Yes, I have crossfire enabled. I have also tried enabling and disabling to see if there was a frame rate difference when crossfire was disabled. Sadly, the frame rate was almost better with cf disabled, as the primary wouldn't clock down to the lower card that way.
