Crossfire PCIe slot question

I am thinking about getting another r9 290 tri-x to go with my first one but not sure if my motherboard will use it to its full potential. My mother board is:

ASUS ROG Strix H370-F Gaming LGA1151 (Intel 8th Gen) DDR4 DP HDMI DVI M.2 H370 ATX Motherboard with USB 3.1 Gen2

This is what it says about its PCIe x16 slots:

1x PCIe 3.0 x 16 slots (Supports x16 mode); 1 x PCIe 3.0 x 16 slot (max. at x4 mode)

Does my motherboard FULLY support two r9 290's?

Also is 650w psu enough to support it?

Technically, yes, Crossfire is supported. But you do only have 4x lanes to that second x16 slot.

You would be better off selling your R9-290 for what you can get for it and buy a new GPU.

Vega is still a bit pricey, but I think I saw a Vega 56 for $434 new. Used Nvidia cards are flooding the market right now though. I saw GTX1080 as low as $350 (most were around $400)

16x/4x works for Crossfire but is the worst in terms of performance. Crossfire is also only supported in some games and 2 R9 290's in Crossfire are going to hammer that PSU, you'd really want more like 750w minimum. Better off taking your budget. selling your 1 290 and buying a 1070, 1080, or Vega 56 or 64.
