Crossfire producing lackluster results, what am I missing?

I've been playing with crossfire for a bit now and while I am relatively new to it, I don't think that I'm missing anything obvious. I have an AMD FX-8150, overclocked to 4.8GHz on 8 cores, and I use two Radeon HD 7950s. I know that generally my CPU won't bottleneck the two but I understand in games that are both CPU and GPU intensive, I will experience bottleneck. I always monitor my usages, and my load percentages and clock speeds. I have my processor always kept at that speed while both of my cards are clocked at 1120/1600 with +20% power. I feel like I'm definitely missing some power. I know that not all game benefit from or use crossfire and in rare cases actually lose performance with both cards active. But it seems like almost every game I play just simply fails to benefit at all from crossfire.

I've tested The Witcher 2 on highest settings (except Ubersampling), Shadow Warrior (2013), Planetside 2, and even AMD oriented games such as Crysis 3 and Hitman Absolution. In every one of these games I notice poor performance increases or no performance increases whatsoever even when my CPU is clearly not above 75% usage (so, clearly no bottleneck, right?) with my cards also having what seems to be a properly optimized high GPU usage percentage. Far Cry 3 gets worse, Planetside 2 I think doesn't use the second card at all, Crysis 3 shows no change even though both cards are being utilized, the Hitman Absolution benchmark tool shows decreased performance from crossfire.

Am I missing something here? I've done countless fresh installs of drivers using driver sweeper, and am currently using Catalyst 13.2. I recently started looking in to Catalyst Application Profiles, and I really don't think I fully understand what they do, could these be what I need to get my games to function properly? I've never downloaded or used any CAP, should I?

I'm about to reinstall Windows, because I'm also experiencing problematic crashes whether I'm overclocked, underclocked, or stock clocked in what appears to be only DirectX games. Will post results after all drivers are reinstalled and everything's updated and such.
