Hello,

The memory that I want to purchase is both 16GB HOWEVER,

Crucial Ballistix Tactical:
DDR3 1600 (PC3 12800)
Timing 8-8-8-24
Cas Latency 8
Voltage 1.35V

G.SKILL Ripjaws X Series:
DDR3 2400 (PC3 19200)
Timing 11-13-13-31
Cas Latency 11
Voltage 1.65V

Which one is better? Crucial is $128.97 while G.SKILL is $104.99 at Newegg? Which one should I buy? Please help me as I just don't know which to choose. Will the G.Skill work with intel 4690k since the processor is rated at 1.5v I think? Can it underclock to 1600 with comparable timing and voltage to crucial? Which one would you choose?

Thank you so much for your input and your help is much appreciated!

Solution
Z97 Haswell is best with high frequency.

The G.Skill RAM is clearly the better choice especially because it is also much cheaper. It can do DDR3-1600 8-8-8-24 as well, but maybe not as low as 1.35V because it is not designed with low voltage chips.

just get this RAM for $105 instead.

1.5v (within Haswell spec), clocked higher than the one you were looking at. (Without having to worry about undervolting)

The higher voltage RAM is "better", but clocking while changing voltages is an art, a skilled clocker might be able to get better timings out of it. It might also just not be RAM that likes low voltages...

For memory, are timings or frequency more important in overall speed/performance? Also, will the 4690k work with 1.65v? So in your opinion, the g.skill memory is faster?

Frequency is generally considered better, but higher timing with higher frequency has the same delay for instructions as a lower timing with lower frequency.

So the G.Skill is best.

Having looked at intel's tables, the G.SKILL memory you have listed is supported by z97 motherboards if you enable XMP in the BIOS(extreme memory profiles).
