There are a whole host of other factors involved in to what GHz level you can OC.
The cooler is but one of them.
Motherboard too. The motherboard is as important as the CPU and cooler. Power supply quality can also play into it. The real answer is no two systems are alike and all you will get from asking questions like this is speculation. Overclocking isn't an exact science. The H5 is a very good cooler though.
I'd use 16GB of RAM and add an SSD but it's a very solid build. You don't seem to understand no one can tell you exactly how much any individual CPU can overclock. No two are exactly alike. Pretty much any Skylake K CPU can hit 4.6Ghz though so if you want someone to guess then I would guess it will hit 4.6Ghz or better. But it might not. You won't know until you try.
