Cryorig M9a With A R5 1600?

For someone who is budget conscious but also hoping to achieve average overclocking results on a R5 1600 (3.8 - 3.9ghz with decent silicone lottery) would I be able to get somewhat better thermals with a Cryorig M9a or would it be a moot upgrade over the Spire since I'd be paying ~$30CAD for little to no difference? Bear in mind my case fans are PanaFlos so running at max speed at all time is a non-issue for the Spire.

It has a TDP threshold of 120w which is more than the Wraith Spire so I want to say "no kidding it'll be better" since I'm only pairing it with a B350 but any feedback would be super since I'm about to put my order in.

Even with the higher TDP of the Cryo or would it simply not matter since I'll likely not need to go over 95w? What about the nearby components? Would the downdraft from the Spire cause additional heat thrown on them or is that moot since my case has pretty decent airflow?

Cryorig might be slightly better but not by much , not sure if it's worth the extra cash.

In order to hit 3.8-3.9Ghz you need to look at top end air cooler. I would suggest Noctua NH-D15S as it's cheapest in that tier (come with only 1 fan), most compact (up to 65mm tall RAM and with fan the total height is only 160mm) while equal to it's bigger brother NH-D15 (if you put on extra fan for that 2C different). Other than the Noctua you got Cryorig R1, Cooler Master master Air Maker 8, Deepcool Gamerstorm Assassin II, Let Grand Macho rt (massive massive heatsink) etc. But all of them are gigantic and many require a full tower case and low profile RAM. These start at $79 USD.

Full tower and low profile RAM are both things I have but was looking for something which wouldn't break the bank. The highest I'd go if I were to stretch it thin would perhaps be a Cryorig H7 for $20 more but anything north of that would be outside of my budget especially if we're only talking a 100mhz difference.

Edit: the 120mm Pure Rock is on sale for $9 more than the M9a but I'd also have to spend like $15 on shipping unless I willingly pay more for a B350 PC Mate board in order to take advantage of free shipping.

The SHADOW ROCK 2 is on sale for $50 with free shipping on Newegg too but it seems to be somewhat of an underwhelming and fantastically ugly heatsink.

Even the H7 won't take you to 3.9Ghz unless you are very very lucky and have an extremely good chip. The alternative is even more expensive AIO with 240mm - 360mm radiator.

The cryorig H5 should get you 3.9~4Ghz. The Noctua NH-U12S SE-AM4 tomshardware used to hit 3.9~4Ghz may do also.

Reviewers tend to receive relatively high quality products (who doesn't want free advertising?) so it's not representing what average Joe receive. Check silicon lottery, 4.0Ghz chip are on sale, it's not average of the draw.

Here is another review using Noctua u12s at 4Ghz. The review goes on to point 4.1~4.2Ghz on water is about the limit.

It seems likely that we are seeing the limits of the Zen design on the Global Foundries process technology and it explains why even the best case scenarios with standard air or water cooling are showing limits of 4.1-4.2 GHz on Ryzen CPUs.
