Cryorig vs Noctua

should i get the
Noctua NH-U12S SE-AM4
or
Cryorig H7 Quad lumi

cpu : ryzen 7 1700

I see the NH-U12S being slightly better at cooling OC'd CPUs than the H7 QL. But they go back and forth really. Noctua makes some really premium products. Cryorig seems to know how to cool CPUs, but they make their stuff a little cheaper.
